How does in-combat health regeneration compare to out-of-combat? If I drink a beverage that increase health regeneration by 10, does that effect in combat as well? Or just out of combat? What about skills that increase regen but don't specify "in-combat"?

Now the question remains.... why do certain skills specify "in combat", like the "Robust" skill in the orc racial skill line, while other skills, like "Constitution" in the heavy armor skill line, don't specify that? Is it just an oversight/inconsistency on the part of the developers?
As far as I understand it there is only one regeneration counter and it runs constantly.
NO matter what your character is currently doing, swinging a sword or picking his nose.
BTW regen has softcap issues too, I recommend the softcap info addon to better understand these stats.

I believe you regen more out of combat than what reflects on your character sheet.
But the character sheet reflects IN combat regen.
this, out of combat regens with the same pace as in combat, but out of combat also has chunks of health restoring, % of max health, like any other game that has OOC regens.
