[PC] abilities not firing against certain characters

Have you noticed often break-free, dodge and burst heal fails to work when you're fighting certain characters, but not others?
I thought it was lag but in the same game the chance of not working is just much higher when fighting specific enemies:
- Against certain arcanists: break-free and dodge not responding when there is still stamina, just stuck there. didn't know the skill but not always the pool.
- Against a certain dk: burst heal not responding (repeatedly fail). All other skills work, and burst heal works fine when fighting elsewhere. The incoming damage were rending slash, dots and maarselook. This happened repeatedly in duel situations.
Are they caused by certain effects or a combination of abilities?
