Did the heavily played tribute card get removed from the loot pool?

I started playing tot on another character about 4 months ago after finding the heavily played tribute card drop rate pretty abysmal. I ended up getting 7 more of those cards pretty quick up until 2 months ago. I've played every single day, almost every one of those 60 days on both characters. That's about 450 tot reward packages, (the heavily played card does drop from normal green packages from individual wins btw). Not a single heavily played tribute card has dropped in those 400+ packages. I just need one more! 
Did it somehow get removed from the reward pool?

✭✭✭✭✭the drop rate of these collectibles from the purple boxes is not great (ive gotten 4 spearheads and 2 heavily played cards from purple boxes since they came out)
granted i dont play tribute a ton, just on occasion ill do the npc tribute daily
ive heard the chance is higher from the gold box, but that requires pvp tribute which i dont enjoyplays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

That only put me at owning 5 out of 10 needed, though, and I long ago finished off the Spearhead fragments that give you the houseguest so definitely a terrible drop rate on these.PS5 NA. Grendalism✭✭✭The drop rate for heavily played cards, and scrape of spearhead cloth are still abysmal.
As a test, over the last week (and across multiple toons) I’ve done the Cards Across the Continents daily to stack “100” rewards boxes onto a single toon (92 green + 8 purple).
I’ve captured the unboxing, from yesterday, here. Treasure Hunter CP passive slotted, in the vague hope it might help.
Only a single scrap and a single heavily played over the entirety.
Side note:
This was created via 32 separate CATC runs.
Of the 32 purple and 96 greens boxes, only 8+92 are on this toon.
The other 24 purple + 4 green were opened on the other toons and there were zero single heavily played/spearhead scraps dropped from them.

that makes sense, the drop rate from the green boxes is virtually nonexistent, ive only gotten them from the purple boxes on the NPC daily
i think the chance is much higher if you get the gold boxes from the pvp tributeplays PC/NA
