The first thing is to figure out what you want. That determines what you should farm.

Most top tier setups for DpS include:
    • one 2 piece arena set
    • one 5 piece trial set
    • one mythic
So you should probably get both :D . For beginners you could try Maelstrom staff/twohander backbar and whorl of the depth (not best in slot but easy to use) trial set.

Oh so whorl is not one of the best one right because I'm trying to get it but I wanna make sure is worth it or there is a better one than that one.

In what context? Battlegrounds? Dungeons? Trials? Overland? Soloing world bosses? Tanking? Healing? Its rarely one size fits all

For example Aegis Caller is currently a meta set, but the Aegis is static where the set procs. Its good for static boss fights, but not particularly amazing for very mobile fights as it won't be hitting much in those contexts

Considering how vague your question is, I doubt that you are aiming for trial leaderboards just yet.
In that case, WotD is a great set, powerful, easy to use, and versatile enough for most content and most builds.
In all honesty, you can do most content in the game even with crafted and overland sets. Your skills and rotation are much higher a priority.

One of the reason I want that set because of the frost and fit for a frost warden.

There really is no "best set" so to speak. Even the top META sets have their weaknesses and situations where they are less than optimal. For example, Relequen's is one of the most powerful single-target sets, but in a trial/dungeon with a lot of strong trash mods, its virtually useless, and something like Aegis Caller, Azureblight, or Sul-Xan's would be much better.

Whorl of depths is a really good set, but because it has a low uptime or long cooldown, it is really only useful in long fights. In shorter fights, you will get more damage output from flame blossom or pillar of nirn.

And in a trials setting, sometimes the "best" setup is not a selfish damage setup but one built to increase damage output for the entire group. For example, DPS dk's running zens/alkosh, a necro running Elemental Catalyst, or a warden running a setup to maximize the chilled status effect.

    PC NA (Tank/DPS) - [PVE]
    Started ESO - Oct 2020

    Necro Main
Tank main from 300cp - 1200cp at which point I switched to DPS - I was 100k on every class except werewolf. I cleared 115k on necro, but I am completely done with parsing. My hands won't let me anymore. Lucky there is still heavy attack and arcanist options available. Otherwise I would possibly have to give up eso entirely.

Note: Armory slots are separated by "|" below.
    • (Libitina Khalida) Dark Elf Necromancer: Off Tank | EC DPS
    • (Fresh Gator Meat) Argonian Dragonknight: Main Tank | ZK DPS
    • (Electro-Meowster) Khajiit Sorcerer: HA Solo | MK DPS
    • (Blood of Death) Dark Elf Nightblade: SPC/PA Healer
    • (Arctic Mist) Dark Elf Warden: ROJO Healer
    • (Affah Beta Gamma) Breton Templar: Mag DPS.
    • (autocookies) Imperial Arcanist: Stam DPS
    • (Aeriegil Forestbranch) Wood Elf Warden: PVP
