Because, I've never seen "synergy" activated.
My playing time Mon-Friday UTC13:00-16:00 [PC-NA] CP over2000 now.
I have [1Tough tank] [1StamSorc-DD] [1Necro-DD] [1Real Healer]
with [1Stam Blade].
But, I'm Tank main player. Recently I'm doing Healer.

Not a great set. Healing is the least important thing healers do, so the HoT is not a good 5-piece bonus. Minor Force is a nice buff, but you can get higher uptime from a number of other sources (Barbed Trap, Tzogvin, Oakensoul, Velothi, etc.), freeing up the healer to use sets that perform more important duties like buffing everyone else's damage.

At least, this is true for high performing, organized groups. Might be fine for PUGs or less organized and effective groups.

I would argue its not even good for PuGs since barbed trap is on most builds and also I would not count on people using synergies.

No, it’s not a good set. It provides a buff that most players already have these days and the heal is unreliable because people need to hit a synergy at the right moment.

A typical all-round setup for trials is to have one healer on Roaring Opportunist plus Jorvuld’s and the other on SPC plus Pillager’s Profit. Those give the whole group Major Slayer, Major Courage, and massive ultimate regeneration, respectively, which are otherwise more difficult to source for DDs.
