Why is there no way to cancel EXP buffs anymore?

I was about to comment on this then I noticed it was locked, so I just did as instructed and made a new one.
So I often don't use my great hoard of 2 hr 50% scroll because they last too long. I may decided to do a random dungeon and for that I want a 100% or more boost. I would really like to be able to just overwrite the 50% just like I can with food buffs.
Also how long ago was it possible to do this? As indicated by the "anymore" in the original post.
