ZOS: Requesting clarity on official event offerings, please

With the addition of returning items to the Impresario's Assistant Philius Dormier's stock, many of us are confused about what's being offered during events, when, and for how long. There's a lack of official communication. UESP is a usually trustworthy secondary source, but as of this writing, Dormier's page on UESP and the skin page are also not updated. There's conflicting info among players here, on reddit, in Discords, etc.

Right now, people are asking how long Doomchar Plateau will be in stock. Presumably Q1. Longer? Will it return for New Life? (2023's New Life only had the Quasigriff, so I assume not?)
Others are saying that the Deadlands Scorcher Skin fragments are next - rather than moving on to another year's returns. (I could have sworn that was already released in Q2 2023, but I personally did not seek to get it and can't find any official confirmation.)

Here's what I've seen, personally:

Randomly discovered the Unstable Morpholith at Dormier when I happened to talk to him outside the Necrom stables, ~26 June 2023, Live server. Did not see any announcement about this.
At that time, found confirmation of this ONLY in PTS Patch Notes, 9.0.2, May 2023 via Google search.
June 2023, player on the forum says "The Deadlands pet and skin are now available at Philius."
Reddit, June 26, 2023: "Just checked Philius, and he seems to have the Deadlands Scorcher skin rather than the personality"
June 2023, player on the forums gives a list:

The quarterly rotation cycle seems to go like this:
Q1 Events will offer the Doomchar Plateau House fragments
Q2 Events will offer the Deadlands Scorcher Skin fragments
Q3 Events will offer the Deadlands Firewalker Personality fragments
Q4 Events will offer the Dagonic Quasigriff Mount fragments
Tienlein says skin is to be "Summer, second quarter": Youtube - of 2023? 2024?

same bought 2 fragments for house got another 3 more fragments to go
And im really hoping it will be at least available in the next two events so I can collect house 🙂

Yeah, I think this is part of the roadmap stuff that could be better communicated. I'd like to know what the schedule is like so I can plan my engagement in events accordingly. We have that announcements menu in-game, why not put a calendar there so we can get a bird's eye view?

Would love some clarification on this too.

Just put in a support ticket for help refunding event tickets since I panicked and bought 2 morpholith fragments today thinking I still needed the pet but I actually already have it. I feel extra silly about it since I panicked and spent crowns last event to complete the pet thinking there would be no more opportunity to buy them since it was the end of the year which is when fragment cycles normally end.

Not sure why it let me buy more morpholith fragments today, but I'm guessing it's because I'm missing the scorching skin? Will the skin be available in Q2 2024 for purchase? Was it already available at some point last year and I missed it? I'd love to get the scorcher skin, but I don't think I ever saw it in an announcement so I don't think I would have known to go looking for it if it was available. I only recall the personality, mount, and house being announced, which I've all completed. If there's still an opportunity to get the skin, that'd be great and the 10 tickets I spent on morpholith fragments today wouldn't be wasted if you're not able to return them.

Why it let you buy that: If you want to keep the pet after you use it to morph into the skin/house/whatever, you'll need to re-buy each piece of it and recreate it. Example: right now I have the actual pet + 3/5 pieces of Doomchar ready to morph once I have all 5, + the pieces of the pet so that I can actually still keep the pet because I like it.

The rest: exactly. Per all the evidence in my OP, the skin already passed. Nobody knows if it's coming back. For a fact, a lot of people didn't know it was out at the time and missed it, since they never announced it.

Support tickets may be a better way. I don't know if anyone is looking at this forum area at all and I got in trouble for trying to bring attention to this.
