[Resolved] Endless Archive - Cannot Purchase Nonreactive Cincture Lead

I am unable to purchase this lead from Filer Ool, as in the below image:

I do not currently have it active, nor have I previously collected it:

I have access to Graven Deep and the Greymoor chapter through ESO+, and I own the Necrom chapter.

I have been able to purchase other leads from Filer Ool in the past.

Per the suggestion of another forum user, I tried entering Graven Deep and checking Filer Ool again to see if it made a difference, but it did not; I still cannot purchase the lead.

    I tried just purchasing the lead right now, anyway, in case this was just a visual bug:

    This is particularly frustrating as the stock changes every week, so this is time-limited! :'(

    Finally got into the game after the maintenance, and having seen this patch note, I was cautiously optimistic:
