Horrible ping and input lag

I just wanted to post this because I have tried all the 'suggestions' in the forums and nothing changes. The latency spike to 3k and it happens when I click on things and freezes in conversations with people. Nothing has changes in the last month or so. It is awful though and I have even frozen at one point and can't figure it out because I have tested my internet through multiple services and the ping is super low and so I know it has to be Steam or ESO.
I am running low on patience and was just hoping that someone else encountered it. I have an RTX 4070, Windows 11 and the game is stored on an M2 SSD. If I wasn't already bald I would pull my hair out.

Golconda✭✭Yeah and I tried to add them back in one at a time to see if one was causing it because I really was hoping it was just be a bad mod issue.0
