Reapers March - Stonefire Machinations Bugged

I cannot complete this quest. At first it stopped after killing the Main under the temple. Quest said "Listen to ..." and I could talk to him, but quest would not complete.
I tried to reset things to no avail. So I abandoned the quest. No change. Still stuck.
Then something very funny happened. After abandoning the quest and restarting it, there was nothing to fight in the temple.
One time I fought the mane and adds in basement, but now each time I abandon and restart, the quest looks normal until I enter the temple and then there are no enemies and Akkhuz-ri is just waiting in the basement. So even abandon does not work to restart quest. I have a video of this whole thing. I'll see if I can post it to Youtube and link it here.

Part of these attempts weree done with an addon, but last time All addons were disabled. and still no change in bugged behavour.

So apparently my character is bugged so I cannot complete this quest.

After doing some other things in Reaper's March, I was able to go back and complete the quest Stonefire Machinations normally.

Odd don't we think?

I'll say. I had this exact same problem six months and an update later, but it is happening for me as well.

Giving it it five or six hours to resolve itself from when that stream was done, hopefully it will do so, otherwise I may have to run somewhere else and do a side quest to see if that works, or this character will need to be de-borked and/or forcibly advanced by an actual human

UPDATE: Apparently, what is required is abandoning the quest AND waiting for Akkhuz-ri to re-spawn; doing that resolved the issue. With all due respect, this is not acceptable, ZOS; especially in base-game content in 2023.
