How would you have ZOS change it though? The hair models aren’t made to deform over clothing. I wouldn’t wish for either the chest styles or length of hair to be limited to avoid clipping in any combo — this way it’s up to the player what they want to wear and how much if any clipping is tolerable to them.
They manage to alter hair for hats, so tucking the hair behind clothing shouldn't be beyond the realms of possibility.
I know nothing of character modelling though.
They are selling the hair as a new product, knowing that there are issues with some clothing styles.
It should be mentioned that clipping will happen with some clothing.
Anything with a furry collar seems to have this issue.
Yeah, that's far beyond the realm of possibility with this game as it is.
I have a feeling that this is one of the main reasons it took so long for us to even get Velsa's hair in the first place was because they knew it would clip like that. If it was NPC only, they could curate who got it and what they were wearing, but if it were playable, then anything could go.
The playerbase eventually came up with "we don't care if it clips, just give us these hairstyles and stop teasing us with them." And I'm fully on the side of "I'll make sure that my character wearing that style has an outfit that won't clip."
