Missed Patch Note or Bug? v9.2.5: Radiant Glory

These are the only notes on Radiant Glory from PTS or Live this update: "Radiant Glory (morph): This morph now also grants Magicka restore when it deals damage, which is based on the missing health of the enemy, up to a maximum of 480 per tick."

This morph now returns 17% of the damage done as health, no longer 20%.

When was this change made? Is it a bug or is it a missed patch note?

    as far as i was aware, 17% is the base value, it goes up to 20% when you get the skill to rank 4, but i havent checked the tooltip of the rank 4 since the patch lol

    I will certainly check again when I get back to my PC. But my templars have had this morph at Rank IV for a while now, so if somehow it got bumped back to Rank I that's also a big issue, albeit a separate one.

    I also see a few things that lead me to believe it is not an issue with rank up:

    Some websites list 20%, while others say 17% for the heal. Discrepancies like that typically happen when a change is made and some websites update ahead of others.

    UESP's tooltips also show what changes as the skill ranks up. For Radiant Glory, UESP shows that the damage ranks up but not the heal - it is a static 20%. Their Skill Editor also shows that coefficient as being static:

    <<5>> = 20% Constant (Derived %)
    Base Value = 20% (unmodified)

    Now content creators are certainly not infallible (of course everyone makes mistakes sometimes and it's natural to take some time to update things), but if it had always ranked up from 17% to 20%, then all four of those sites would have made a mistake with this tooltip:

    -ESO Skillbook and ESO Hub both show 17% for the heal but use the values for Rank IV in their other tooltips (e.g. 16 seconds for Echoing Vigor)
    -Hack the Minotaur lists 20% for Glory's heal but elsewhere uses the Rank I information (e.g. 10 seconds for Echoing Vigor)
    -UESP would also have to be wrong that the 20% is static and not dependent on rank

    I would think it easier to explain all that by a change to the value (perhaps in recompense for the addition of the magickasteal this patch) than by having all four sites being wrong. That would also explain my recollection of the 20% becoming 17% in game, although I will definitely be double checking that!

    i dont fully remember either, i only remember that it got +1% to the heal% as it ranked up

    but i dont remember if the bonus topped out at 24% (with 20% as base) or 20% (with 16% as base)

    Not a rank up issue. It is 17% at Rank 4.

    I am a Templar and use Both Morphs and i can say 17% looks different. So, i would think they adjusted it based on adding Magicka Recovery. I like Radiant Glory you can easily get 90-110k damage with it so the Heal is still massive plus the added Magicka Recovery is nice. My Tooltip certainly says 17% Ranked up the highest you can go.

    Which makes it all the more important that the notes be updated.
