Confusing armor skins mechanics.

So there is the problem. I go to dungeon - I get a helmet (for example) with a skin I've never seen. I put it on - it displays on me, everything's alright. When I go to the Outfit Station to apply this new skin to my other helmet - it's not there, only some other skins that I got somewhere.
So I can't get how this "skin apply" mechanics works.

You need to learn the specific motif/ style page to apply it to your items via outfit stations. Just having any item does not work.

And those Motifs can be acquired in the respective Dungeon? Or bought somewhere?

Depends. The motifs drop from their respected trial, dungeon, or overland dailies. Monster style shoulders drop from undaunted key coffers during the associated arms pack sale in the crown store. Monster mask syle pages drop from the respected dungeon on veteran difficulty during the associated arms pack sale in the crown store. Motifs and style pages can also mostly be bought in guild traders.
Theres other ones like event pages and motifs from scrying and from doing battlegrounds too.
