Rithana-di-renada - problem completing the quest

Hey, guys
I'm new to the forum.
I was doing the House of Stories quest in Riverhold (northern Elsweyr) and collected all the Rithana-di-Renada Replica fragments. I gave the quest to npc Izanji, placed the quest fragments in Rithana-di-Renada and handed the quest to npc Iraya.
Watching a tutorial I saw that the npc Rajhin's Shadow should appear to continue the quest, but he doesn't appear for me. I also don't have any interaction with another NPC or item to continue the quest.
I don't know if I made a mistake but I looked for an alternative and couldn't find it
So is this a bug? Is this happening to anyone else?

✭✭most likely a bug, only real advice I can give would be dropping the quest and discarding the fragments and doing it all over again....or you could just fire off a bug report in game and yell at zos about it0
