Is it possible to enter a specific BN without having a quest? We have one more zone to puzzle but not that quest.

Did they remove the ability to go to other zones to do the puzzles/explore even if you do not have the matching quest? It was possible when BN was released.

Right, you need to do it before the boss. So, it's still possible. (I did the puzzles just once on release, so my memory is fuzzy)0
