I'm having an issue getting ESO to launch on a new PC. It almost feels like it's not recognizing my graphics card as the launcher will open, but after hitting play, it either stalls right there or will go to a black screen then stall.

Has anyone encountered this issue or have a solution? I tried the steps in the knowledge base describing exactly this issue but no luck yet.
