The only way to not have PUG life is to... not PUG. Join a guild. Even a role certification system wouldn't save you from people who don't know mechanics.

You are talking of two different problems.
1. People who join as a non healer or non tank.
2. A learning process. A first time runner.
The first one I don´t if the new group finder can solve. For some maybe, for others, not. Only way to change it, is to make all role specific.
The 2nd one will allways be there, as people have to learn. There will allways be "that" first time, and it´s understandble.
The first one is a bigger problem, as I believe ZoS have no interest in getting rid of it. Too much work maybe.
I can´t stress this enough. We got this tool, to solve the problem our self. Can the community solve it ? It´s for us to discover.
how are people supposed to come to vet dungeons with vet dungeon experience when they've never been there??Some people come to Vet dungeon without normal dungeon experience.

There ya go, you do know the solution to your pug life issues. After you've been playing for so long, if you have high expectations of teammates, you should have a list of friends to call on to form a pre-made group and not have to pug.
