Many players have been waiting much longer for the return of the above four crates. So it seems only fair that they should be brought back first. The ONLY fair system is to have returning crates come back on a set rotation. Though I do think that as each year adds more crates to the rotation, ZOS might have to start showcasing returning crates more often, say fortnightly rather than monthly.
Reapers Harvest will return this month so that leaves just the other three still to make an appearance before we should see Celestial brought back as a returning, followed by Sunken Trove in that order.
I suspect Frost Atronach will return in December which just leaves Dragonscale and Baandari Pedlar. Dragonscale crates have gone the longest now since a return with Baandari Pedlar just behind.
There are currently 28 crates that have been released with two more that we know of (All-Maker and Mages Guild) so that should tell you how long you would have to wait to see a returning crate on a monthly basis if ZOS doesn't increase their frequency. Which to be honest, I don't see why they wouldn't, as waiting a whole 15 months (if showcasing two returns a month) is still plenty incentive for players to purchase the crates at the time of their initial release. And making the player base wait 30 months just doesn't make any financial sense for ZOS if they are wanting to increase Crown Crate sales.
I would be very happy to have access to all previous Crown Crates, Daily Login Rewards, previous events Style Pages and Reward Bundles at all times in the Crown Store but I guess ZOS must feel that they make more money by limiting items via the fear or missing out psychology.
