They've said they will focus more on PvP when they will deal with performance issues. it's a perfect loop to never focus on PvP.

PC NA performs fine now that I upgraded my PC.

At least so far.

They already went thru with the Server hardware changes, of which I and many others in the Campaign I play in agreed a noticeable improvement was seen after they upgraded Xbox NA, even if it wasnt a complete fix. If you haven't seen any kind of improvement, then it might be a your end issue.
