So yes I realize I’m late to the game by several expansions.
On this mythical it says that if your dominant resource is under 50%, then gain 3 Ultimate.
My question is what does the game consider a dominant resource?
If this item is on a tank, is health considered the primary resource? Or is Magicka/Stamina the resource?

Whichever is has the highest flat value for stamina or Magicka, if they're the exact same value though I have no idea, I'd just guess if one is under 50% then it'd do that.

I don't believe so. I would also not put it on a tank for practical reasons except in extremely niche cases. I don't feel like tanks cast heals enough to get meaningful benefit from it.

Health is not a resource, it’s between magicka and stamina. Same situation with orb/shards, resource you get is based off mag or stam.
