No main story quest start on new character - stuck

***YES this will be long because I'm trying to describe my problem entirely without having to come back here to answer questions multiple times per day to get an answer***

Ok so on Tuesday morning I got upgraded to the Collection: Necrom™ Deluxe (I had the other expansions but none of the Collector's Editions so I wanted to get all of them at once since it was on sale for $40). Later that day I created a new Dark Elf arcanist who is part of the Daggerfall Covenant (I've had the Any Race Any Faction since I first started playing). I did the skip the tutorial to start straight into the game since I didn't need to "learn" the game on an alt. It drops me as level 2 into High Isle at Druid's Gate just west of Westbay Wayshrine.. No main story starter. Nothing. I was thoroughly confused as every other character has dropped me in at the Alliance starting area (Stros M'Kai, Bleakrock, and Khenarthi). I've traveled to Stros M'Kai because I had the wayshrine unlocked already but nothing there. I traveled to Betnikh via friend teleport but no main story quest. The only thing I haven't done is head to Bleakrock Isle & Khenarthi's Roost to see if that triggers anything.

Here's where things get even more confusing. I thought this was because I upgraded to Necrom that it was sending me to High Isle (again I already had owned High Isle) for whatever reason. So I created a new Daggerfall Covenant Dark Elf arcanist (still have the one that got dropped in High Isle) and skipped the tutorial again but this time it sent me to Telvanni Peninsula and she was level 3. Deleted her, made a Daggerfall Dark Elf warden. Also sent to Telvanni Peninsula. Deleted him and made an AD Dark Elf arcanist who was also sent to Telvanni Peninsula. Finally fed up with not understanding why I'm being sent to all these other places than Stros M'Kai, I made a Brenton Dragon Knight who was with the Daggerfall Covenant to cover ALL my bases that it was a DC race with a base game class under the DC which you'd be part of as a Brenton without purchasing the Any Race Any Faction perk. Yet again he was sent to Telvanni Peninsula to start.

I should add that ALL of these characters started with Soul Magic at 1 which is only leveled up by doing the main story questline or buying the unlock from the crown store. Am I bugged or am I missing something that's changed with Necrom being released & character creation (my last character created with like 2 years ago I think). But then I'm confused on why my first arcanist would be sent to High Isle while the other characters I created after him were sent to Telvanni Peninsula.

Can someone help me out with what to do??? I'm afraid I'll be losing the entire set of skill points obtained from the Harborage quests and other stuff.

    I think now the main story doesn't start until level 5, but you can double check the level by looking at the update 39 patch notes, as alot of 'main' quests got adjustments like that so new players weren't overwhelmed

    you get soul magic from the tutorial.
    so you got it because you skipped it.

    you start the main quest with the hooded figure in Vulkhel Guard, Daggerfall, or Davon's Watch.

    you get put in Telvanni Peninsula because that's the latest chapter.

    no clue why the one character got sent to high isle, probably just a bug.

    You should find a "hooded figure" near the docks of daggerfall. Talk to her to start the MQ.

    You can do so at any time, it's impossible to loose skillpoints etc.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    If you play the tutorial you get to choose where you start, if you skip it you're always sent to the most recent chapter you own, you'll only be sent to Stros M'kai, Khenarthi's Roost or Bleakrock if you don't own any of the chapters. (I'm not sure why one of your characters got sent to High Rock, that sounds like a bug.)

    You can pick up the main story in Daggerfall, Vulkhel Guard or Davon's Watch - once you've gone through Coldharbour you'll end up on your alliance's starting island and continue the main quest once you get back to the mainland (or you can leave the starter island and just go to the mainland).

    You will not miss out on anything.

    I went to Vulkhel Guard earlier and sure enough she was there and started the quest. No clue why when I didn't get it to start when I was in Daggerfall though. Literally same level going there.

    I didn't see any mention of checking in Daggerfall in your original post, just Stros M'Kai and Betnikh (as far as DC zones).

    If your new DC character finally started the Main Quest in Vulkhel Guard, I think that means your Main Quest storyline will take you through the EP zones, since the version of the Harborage that you have access to will be the one outside Vulkhel Guard.

    Actually, I'm not sure how much the Main Quest moves you through the alliance zones if you aren't doing the alliance storyline at the same time.

    I know that the Fighters Guild and Mages Guild storylines will move you through the alliance zones, because as you complete each stage of the storyline you'll be directed to the Fighters Guild and Mages Guild which are in the next alliance zone. But I'm not sure if you can do the Main Quest in the EP alliance while simultaneously doing the Fighters Guild and Mages Guild in one or more of the other alliance zones.

    Note that even if your DC character is stuck doing the Main Quest in the EP zones, you are still a member of the DC faction for alliance war purposes; the only thing that it affects are which zone the Harborage is located in for that character, and what the order of the alliances will be when you play through the Main Quest, followed by Cadwell's Silver, followed by Cadwell's Gold.

    Addendum: As for which alliance you do the Fighters Guild and Mages Guild quests in, that affects which zone you need to go to whenever you want to take the portal from the Fighters Guild to the Earth Forge, and which zones will have portals in the Mages Guilds whenever you want to go to Eyevea.

    vulkhel guard is in ad, aldmeri dominion, not ep, ebonheart pact.
    but no that doesn't make their harbourage be the auridon one.

    your alliance determines main quest locations whenever they're in tamriel.

    i started the main quest in Davon's Watch with an ad character and still got the auridon harbourage.

    and we can go to earth forge in any alliance zone. same with eyeveya
    pretty sure that's how it's been for a really long time

    From the 9.1.5 patch notes:
    • The Prophet and other Base Game main quest bestowers will now only appear in Chapter and DLC cities after you are at least level 5 and have completed the first quest in the respective Zone Story.
