Introduction Cyrodill quest won't start. No munitions given. Stuck in Cyrodill

I started the Cryodill intro quest and spoke to Arcarin. He told me to go see Fangil for munitions to take to the siege range. I spoke with Fangil and she said something like "here take these munitions to the siege range". She didn't give me any munitions. I thought maybe they weren't meant to show, so I went to the range anyway. Nope, no munitions. I fooled around with some of the weapons, but never found any way to complete the first quest. I went through the loop several times, but it never worked. I even logged out, rebooted my PC and it still doesn't work. No Cyrodill quest shows up in my list of quests. I don't even know how to get the heck of of Cyrodill at this point.

    i dont remember much of the actual quest (i only did the full quest on 1 toon like 8 years ago, most of the time i just choose the option to skip the cyro tutorial)

    to leave cyrodiil you have to go to one of the wayshrines and port out like you would with any other wayshrine, the wayshrines are located in your alliances home base (im assuming you are still near one of them since you were trying to do the cyrodiil tutorial)

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (in progress being filled out), as well as almost every antiquity furnishing on display to preview them

    I tried to skip the tutorial, but the person I need to talk to told me she was busy running a war and leave her alone.
    When I go to the wayshrines or the Transitus shrines it only gives me the option of Elsewyer East Gate or Elsewyer West gate. The rest is, what I'm assuming, is the Cyrodill battle map. No where to jump to.

    the transit shrines are for traveling in cyrodiil such as to the keeps or towns under your factions control (that are not cut off or under attack), there are normal wayshrines near those for porting outside of cyrodiil

    usually after you talk to the first guy and get the welcome to cyrodiil quest, he tells you that you can talk to the warlord to say you dont need training, which then auto completes the quest and grants enough AP to get to rank 3

    the transitus shrines near the middle of each of your bases will let you travel to any keeps/outposts/towns your alliance holds, may not have had any at the time. the wayshrine in each base should let you travel to any wayshrine outside cyrodiil you've already unlocked. another way to leave cyrodiil is to use the same ui you used to queue for cyrodiil to queue for an imperial city campaign. when you get there you can just walk out the exit and it'll put your toon back where you were before you ported into cyrodiil. sorry i can't help you with the intro quest, it's a mess.

    The normal wayshrines show me the same thing as the transitus shrines. I tried talking to the warlord and she basically told me, "Buzz off and talk to somebody else. I'm busy".

    I just tried to get out of Cyrodill by going to the Imperial City campaign, but I can't do that because I'm not a ESO Plus account or have the Imperial City DLC.

    I'd still like to go back and run the Cyrodill quest. I wonder what the problem is.
