    Seems it's still this situation. DMM provides japanese localization client in Japan, getting it on PC outside of Japan requires VPN and is sketchy. Plus, you have to play on DMM servers, which may not be ideal for the game experience due to latency.

    I would be interested in playing ESO questlines with Japanese dub for fun, but I am not serious enough about it to try and circumvent region restriction, or move my account permanently to DMM servers.

    Probably DMM has some specific distribution agreement with ZOS that limits them in how they can provide their version of the game, or they came up with this limitation themselves. Not unusual for Asia MMORPGs to wall themselves off like this for whatever reason.

    People who play the Japanese version through DMM play on the NA server, there are no "DMM servers.

    It even says it in the help article you linked:
    The Japanese client is hosted on the North American megaserver and does not have a separate server.
