Is Azureblight / Blight Seed stack supposed to be un-purgable?

As the title states. The stack it applies is not affected by purge.
I don't see anything about the effect being un-purgable in either the set description or in any of the patch notes regarding this set.

Is this intended behaviour?

    Probably one of those "oop, we forgot to mention" things. Look for the "this was a miscommunication, we apologize for the oversight" in 3...2...1...

    I believe it's intended that the stacks are not purgeable. The dots that are creating the stacks can be purged, meaning you get no additional stacks unless they're reapplied. If you can keep their dots off of you for 5 seconds (LOS) then the stacks fall off.
