Instead of boosting Critical Chance for the user, it should reduce critical chance for enemies it touches.

IE:
• "While slotted, gain Major Savagery and Prophecy, increasing your Weapon and Spell Critical rating by 2629."
becomes
• "Exposed enemies have their weapon and Spell Critical rating reduced by 1650. This effect cannot be purged."

Critical builds are still broken in PvP because healing and damage are tied together by the same stats. Unless you plan on splitting those up, this is my suggestion. Critical builds should be a PvE thing so it makes rebalancing sets and classes less punishing for both sides of gameplay when it's one side that is abusing a feature.

    No thanks. Your suggestion would delete this skills from being useable in PvE as only players can crit in eso.

    There has to be another solution for issues in PvP, which doesn't break skills for PvE players without need.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    yeah this sounds like an awful change

    to do what your asking without destroying the skill you could add crit resist buff to the "use" part of the skill instead of removing the buff for having it slotted

    you could make the useable the anti-stealth + like 2000-3000 crit resist, since the buff only lasts for about 4 seconds

    Same difference, but if it makes people in PvE happier then I'm ok with this alternative suggestion.

    Nevermind, you can be crit while blocking but its reduced by your block mitigation. See comment for details.

    You can still be crit while blocking, you will just mitigate the critical damage by whatever your block mitigation is.

    Actually you're right. I always thought you couldn't because Combat Metrics logs says "hit" when you crit a blocking enemy. Most players have 80-90% block mitigation so I just didn't notice the crits. Here's a quick confirmation.

    50% base crit damage + 0% crit damage modifier

    It looks like the ESO API Lua EVENT_COMBAT_EVENT doesn't have an ActionResult for Blocked Critical. It only has Hit, Critical and Blocked separately. That must be why Combat Metrics always shows blocked attacks as hits and not crits because it can't determine if the blocked attack was a crit or not.
