Daily quests not changing at new reset times?

Earlier this evening on the PC EU server, I accepted the Mages Guild daily quest and Bolgrul's Undaunted daily quest. The Mages Guild asked me to recover "Big Sister, Little Brother" from the Root Sunder Ruins public dungeon in Grahtwood. Bolgrul asked me to retrieve a molten pearl from the Aldunz delve in the Alik'r Desert.
After I completed them, I turned them in, then went to Shadowfen to do Arx Corinium.
After the daily reset for the PC EU server, I went back to get the next day's Mages Guild daily quest, Bolgrul's Undaunted daily quest, and the new Undaunted pledges.
The Mages Guild asked me to recover... "Big Sister, Little Brother" from Grahtwood.
Bolgrul asked me to... retrieve a molten pearl from the Alik'r Desert.
I'm thinking that perhaps the daily quests are not resetting at the new server reset times, but rather at the old time of 1 AM EST/2 AM EDT. Note that I'm not referring to the ability to accept, complete, and turn in a daily quest, but rather the rotating list of specific daily quests which each quest giver hands out. The Undaunted pledges are obviously being updated as expected, but it seems like some of the other rotating daily quests might not be updating at the new reset time.
I'm also wondering if this might explain some recent comments/complaints from a few forum members about the Alchemy daily writs involving Mudcrab Chitin, in which they claimed to have received the exact same Alchemy writs for two days in a row. In other words, I'm wondering if they accepted and completed a writ after the old 2 AM EDT reset time, then accepted the next day's writ after the new 11 PM EDT reset time but before the 2 AM EDT reset time, and therefore received the exact same writ as the one they got the day before.
If they were on the PC NA server rather than PC EU, it could be the same scenario but just different times-- between the old 2 AM EDT reset and the new 6 AM EDT reset, and then on the following day between the new 6 AM EDT reset and the old 2 AM EDT reset, such that they were on different days using the new reset times, but on the "same" day using the old reset times.

✭✭✭I've had daily quests repeat like that at least a couple of times that I can remember, but those instances were separated by a goodly amount of time (one relatively recently with a Galen daily, after the reset time change, and one well before the change with one of the Ashlander dailies).
I just assumed that it's gonna happen occasionally, given the random nature of the quest assignment.

Actually they do... Anyway the roll over time for the 15 cycled daily quests for Fighters guild, Mages guild, and Undaunted are still at the old time of 11pm PST/2am EST while the time to pick up a new day is at 3am PST/6am EST. It does lock in which one you pick up first if you pick them up before the old time, so if you abandon it then pick it up again later it will be the same; however, if you wait until after the old roll over time you can get the next day's quest.
I like it this way, I still skip certain dolmen quests like Glenumbra, Stormhaven, and Greenshade for their far off isolated dolmen. When I know they are coming up because the quests you get from Mages guild and Undaunted tell me which one they are linked, I will wait until after the roll over to get the next day quest instead.1 -
