On a semi-related note, I think I heard Razum-Dar and Millenith's voice actors in Starfield. It's nice to see Bethesda appreciating ESO's actors and giving them more work. Maybe that could qualify as your crossover.

this topic has me thinking why there is no Paper Mario crossover in the Zelda franchise.

Save the cross-overs for Fortnite and Super Smash Bros. where continuity has no value.
Starfield = game set in a potential future of Earth.
Elder Scrolls franchise = Game set on the world of Tamriel where there is no such thing as the planet earth.
So, no crossover because from the perspective of each game, the other does not exist.

Tamriel is a Continent on the world of Nirn, in the dimensional plane of Mundus.
But yeah, no crossover needed whatsoever.
