No option to duel on XB

Every invitation I send (to any alliance) gives the message Not A Valid Duel Target.
Every invitation I receive gives the message Duel Invitation Declined.
The Auto-Decline option is set to OFF.
This is on all of my characters on EU. Playing on XB Series S. (PC account is fine.)
