They can't replace it with a different drop once you've got one because some players craft on multiple characters, but other players will only need it for 1 (or a small number of) characters. With all the other motifs you can sell the useless extras so you still get something from it, if they're bound you can't do that, it just means repeating the same areas is less rewarding.

the ones they are talking about were adding to a cyro vendor, and become locked once you buy and learn it

Exactly those. I really like things you have to earn by yourself. You cant just buy a Carry or Throw money at the Store. You have to work for it. I hope more things like those will be implemented!
