Currently, there are only 2 activities in Cyrodiil that would normally grant you a curated drop. Delves and Dolmens. I tried gathering a few of the waist and foot pieces that drop from delve bosses in Cyrodiil now and I did have a streak of uncollected items drop at first but I think that was just luck. Soon enough I started getting items I had already collected. I wasn't able to test this with Dolmens as well but I if it doesn't work in Delves, it probably doesn't work there either. So even after the item sourcing changes, set pieces from Cyrodiil, the overland zone with by far the most sets in the game, still don't receive curated drops. When curated drops were first introduced, it was made clear that they would be awarded for difficult activities but not things you basically just press a button for. So they weren't supposed to come from stuff like treasure chests or merchants. Keeping that in mind, it's perfectly fine that the drops from the AP vendors and even from the town dailies aren't being curated but the drops from Delves and Dolmens definitely ought to be. Beyond that, I would also consider the Board Quests to be eligible. sure, it's a little unorthodox but the tasks needed to complete those are generally difficult enough to justify it. So, it's either that or coming up with a new activity for Cyrodiil that can be compared to World Bosses. It may also be worth looking into rewards for the Elder Scroll quests and Conquest Missions. those aren't offering any of the newly available items.
