No curated item drops in Cyrodiil even after U39 changes

Currently, there are only 2 activities in Cyrodiil that would normally grant you a curated drop. Delves and Dolmens. I tried gathering a few of the waist and foot pieces that drop from delve bosses in Cyrodiil now and I did have a streak of uncollected items drop at first but I think that was just luck. Soon enough I started getting items I had already collected. I wasn't able to test this with Dolmens as well but I if it doesn't work in Delves, it probably doesn't work there either. So even after the item sourcing changes, set pieces from Cyrodiil, the overland zone with by far the most sets in the game, still don't receive curated drops. When curated drops were first introduced, it was made clear that they would be awarded for difficult activities but not things you basically just press a button for. So they weren't supposed to come from stuff like treasure chests or merchants. Keeping that in mind, it's perfectly fine that the drops from the AP vendors and even from the town dailies aren't being curated but the drops from Delves and Dolmens definitely ought to be. Beyond that, I would also consider the Board Quests to be eligible. sure, it's a little unorthodox but the tasks needed to complete those are generally difficult enough to justify it. So, it's either that or coming up with a new activity for Cyrodiil that can be compared to World Bosses. It may also be worth looking into rewards for the Elder Scroll quests and Conquest Missions. those aren't offering any of the newly available items.

    the board quests should give a box with random gear now, but that is definitely uncurated

    i think the delves and dolmens are curated, but as i mentioned in the thread i made on this topic, that only covers a small portion of the gear (or none in the case of certain sets)

    there are a bunch of cyro sets which are only jewelry and weapons, which would exclude their drops from appearing in delves (outside of chests) (example: eagle eye, vengeance leech, etc), so theres actually far fewer sets with belts and boots than you might think

    i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them

    in progress: acquiring mundus stones (currently only have the thief)

    even if you exclude all of those sets, it's still many times more sets than in any other zone.
    also, I'm really not sure what they were trying to achieve anymore. if this really is inconsistently curated across sets, that would go directly against the newfound uniformity they talked about in the Patch Notes. the only sets that are currently supposed to be excluded from this loot pool are the most recently added sets that are only available as Rewards for the Worthy.

    when i did kill 2 delve bosses, i got 2 set items that are normally only dropped from the town dailies, and normally those have also excluded sets from rewards of the worthy

    so to be honest while they did expand the drops, i dont know exactly how expanded those were, did those delve and dolmen drops only include the cyro sets you can get from the town dailies, or also include past rewards of the worthy items, or are the boxes on the board dailies for those old rewards of the worthy items, or all cyro sets?

    i dont know, cause i havent spent that much time in cyro since the patch lol

    the patch notes indicate that once Rewards for the Worthy sets have been around for a while and new ones have been added, they are moved to the larger loot pool and can be found all throughout the zone. each town gets the sets using a specific weight as quest reward and from the merchant. e.g. I think Bruma now has all the medium sets. the exceptions are Chorrol and Cheydinhal. those 2 still drop every set. the containers from the towns include all slots.

    if they only added rewards for the worthy sets to the overland drops, its even more limited than i thought

    excluding the 6 current sets that still leaves about 15 sets

    town quest boxes have never been curated because its a box

    so this change will likely not help anyone then unless they have never been in cyro or bought any gear

    no, they didn't "only add Rewards for the Worthy sets" they added all sets that aren't still in Rewards for the Worthy at this time.
    so all but those 6 and the 3 new 2 piece sets are now obtainable throughout the overworld.
