I started playing ESO during Beta but have taken a break for a while. Firstly because my hardware and/or internet wherever I was just wasn't up to scratch to keep up with my team in trials and it wasn't fair.Then life happened so have come back after quite some time.
I am therefore only CP260ish and even though I have many of the skills to be a competent dps, my actual dps is abysmal. I am using combat metrics to try to improve my weaving as well as using skills appropriately (e.g. I have to reduce my misses) and in some ways the rotations suggested are different to the ones I used before so I am going to play around with what I need to do to do this.
What I would like to know is, as I obviously don't have the CP skill lines up much yet, what numbers on the actual stats page should be getting me 20-30k plus dps rather than my 10-15k, very occasionally 20k if I am in a setting with other people casting buffs.

I am talking about the stats that are shown on the right on the character page (e.g. max magicka, critical chance etc.). My critical chance right now is only about 52% without food so I would also like some suggestions on what I should be carrying in way of consumables.
The reason I am asking about base stats is that there are many options out there for armor etc. I am trying to collect pieces of Mother's Sorrow, but right now have Julianos (5), Marshall Knowledge (3) and Soulshine (3).
However I would like the best stats so as I change over gear, this will help me decide in which order, what enchantments I would like to add and how to distribute my Champion Points better.

Most guides just tell you which armor, but I haven't been able to find guides on the actual points for each stat.
I am a dragonknight, destruction staff, mostly light armor but as I solo I like to wear a heavy cuirass (which in my case is still Julianos). My skills are quite magicka heavy.

My current stats include:
Spell and Weapon damage: both 3182
Crit: 52.4% (I know TERRIBLE)
Magical Resistance: 17421
Physical Resistance: 10755
Penetration for both: 5635
Recoveries: M:947, H:415, S:604
Crit resitance: 1444

    overall your stats dont seem too bad, usually 40-60% crit chance is kind of a sweet spot, since anything higher than that will probably be detrimental in other areas

    penetration seems kind of low if you were running magicka focused armor (usually light, which passives gives you more penetration)

    im not entirely sure why your resistances are so...off, the only case i can guess there is like your a nord race in addition to DK, which would give extra spell resist but not physical resist

    a lot of the problem i would say you would have would be your gear, but you will also get some higher stats as you get more CP as well (when you get to around 1200-1400 is when you can max all passives and 4 slottables in each tree)

    your recoveries also seem really low, which might make sustain challenging unless your heavy attacking a lot (which could also be why dps would be lower)

    a good way to start with gear would be 2 5-pc sets + a monster set (the monster set could be subbed with a mythic + 1 pc of a monster, or an arena weapon)

    orders wrath is a good dps set that is also crafted if you need a set of starting gear

    I think the resistance is coming from a light armor passive: Spell Warding, whereas the heavy armor passive that is similar defends against both spell and physical resistance.

    if your going for dps then resistance doesnt matter a whole ton, though i still prefer running a buff with major resolve to get closer to 20k

    the other stat you noted, crit resistance, only matters for pvp, NPCs cannot crit so that stat is useless for pve

    I am farming for Mother's Sorrow right now and have a necklace, ring, and helm. I am trying to replace my Marshall Knowledge first so once I can replace these directly I will. As mentioned, I have enchantment, alchemy but forgot I also have woodworking, clothing and am working on jewellery. This way I can upgrade everything myself (except for my cuirass) if needed as I like to craft.

    I think my rotation is so off though, so am working on slowing myself down to make myself more effective which actually helps.

    opinion:
    One of the best methods for increasing your dps at first is to start with an easy static rotation.
    Throw a bunch of 20-seconds long DoT (between 4 and 6 skills) one after the other, and use your spammable until they run out, rinse and reapeat. Use your empty skill slots for skills that passively buff your damage and/or resist like Camouflaged Hunter.
    Once you get the tempo and the core mechanic of your skills, you can start introducing your class' semi-spammable skills (Backlash for Templar, Shalks for Warden, Blastbones for Necro, etc.) and Executes into your rotation. Then practice Light Attack weaving.

    This will allow you to reach a reasonably high DPS in no time that should be enough for most of the game content. Only then it is worth tinkering with specific sets. Otherwise, the difference between them is pretty negligible imho.

    I usually use start with: Igneous Weapons
    Then I cast: Flames of Oblivion and Engulfing Flames (x2) and then spam with Molten Whip if I am close enough.
    I find that I am often out of range in a fight where there are many opponents and the action is quick so I used to actually chain them in, but haven't been doing that for a while.
