Since update 39, I have experienced a problem in cyrodiil and bgs. Whenever I break free, I cannot use any skills for about one second (but I can still roll dodge). This happens quite often. I play on pc na. Please leave a comment below if you have the same issue, so that ZOS can fix it as soon as possible.
