Heart of the Best bugged?

Activated 3/4 thingies, but can't get fourth to activate. Killed all bears in area 3 times between 3 different logged sessions. The SAME bear corpse is still next to the fourth thingie thru each re-log; no respawning.

Is this one bugged? Not wasting any more time on it today.

    Just started Heart of the Beast again, different toon, US server. SAME ISSUE, SAME "WARD". NO bears ANYWHERE around, achieved 3/4. Restarted quest, no effect. Logged out for about 18 hours, came back, still can't complete it. This quest has wasted over an hour of my time.

    Looks like this quest can be gamed by the trolls... one player has been just standing here for quite a while, so it's likely locking the quest for some reason (same way the non-respawning dead bear was preventing completion of this mission last time).
