It would probably take at least 2 years to get up and running, but after the fallout of World of Warcraft China the next best Western style MMO is Elder Scrolls Online and despite not having a localized version they came over in droves. I get that it's not an official market for ESO, but it seems to be sorely needed for an audience that is eager for the demand. Since it will be a fresh/empty database, free transfer/migration is possible (the same way they opened transfers from PC to console).
