What happened to worms for bait? They used to be easily available but that does not seem to be the case now. I see them selling from guild vendors for exorbitant amounts so I'm not the only one needing them. How do you get a reasonable amount of bait for saltwater fishing now or is fishing being discouraged now?

Step 1. Don't fish in ESO for 9 years.
Step 2. Realize you have a lot of bait for fishing.

Harvest plants looking for worms, get crawlers instead.
Fish in foul water with crawlers, get the occasional chub.
Fish in saltwater with chub when there are no worms.

Catch butterflies and other insects for their parts.
Fish in rivers with insect parts, get the occasional fish roe.

not really worried about it though cause i have like 1500 worms and dont fish often lolplays PC/NA

i have my main house (grand topal hideaway) listed in the housing tours, it has multiple target dummies, scribing altar, and grandmaster stations (fully filled out with current game), as well as almost every antiquity furnishing on display to preview them
in progress: acquiring mundus stones (currently only have the thief)

✭Plants absolutely drop worms. I mean one of them is called Wormwood after all (not that it has anything to do with worms, it's supposedly because of its old High German name that indicated its use as an aphrodisiac).

It's definitely just your RNG. You've apparently hit a period of super-bad RNG. Don't worry, it will eventually pass-- although the amount of time needed for it to pass is determined by RNG, so...I've fought mudcrabs more fearsome than me!0
