Is this plan in game? Blueprint: High Isle Trapdoor, Common

I see the plan in the add-on "Character Knowledge", I see references to it on various wikis (although sometimes a redirect to Blueprint: High Isle Trapdoor, Turquoise). I cannot see evidence of it actually dropping.

Is this a valid plan that no one is getting? Is this a bugged drop? Is it missing content like the un-finished painting plan?

I can say I have not seen it drop nor for sale in guild traders on PS5 NA.

I just checked TTC Website, it does come up as searchable but on PC-EU there are no results, also when you try to search for the actual item it does not exist.

I suspect it was never added to the game, there are one or two such plans that are mentioned in addons but don't exist in the actual game.
