Can we get the ability to assign a normal skill into the ulti slot?

I tend to use only one ulti and my back bar ulti is rarely used. I'd really like to place a skill there instead.
Is there some type of limitation? Would it be easier for the possibility that it to cost ulti instead of resources?
I would like to put a move that places a buff for 1 minute. If we make it cost ulti, the ulti bar would reset once used. So it limits that use of the skill AND the other ulti.
I think that's a great trade off. The skills should cost around 30-50 ulti if placed in the ulti slot. Maybe a little less as it won't be spammable. If we go this route yes, sets that depend on ulti points being spent should be activated as well.

I am aware of the current ones. I would like ZoS to give us the chance to place something like something on like camoflauge hunter, magelight flames of oblivion, sunfire, channel of acceleration, repentance, radiant aura, defensive stance, grim focus, and some other skills that are passives. Either on front bar or back bar. Tradeoff is not using an ulti for a class, world or weapon skill that cost 50-75 ult to use. The longer I play this game, I notice that 99% of the time, ultis don't really live up to expectations. Ulti is usually for PVE. I'd rather have a skill on there rather than an ulti. I don't mind it functioning as an ulti either that would make it not spammable.

    Best you can do currently:
    • Barrier for +10% mag regen
    • Werewolf for +15% stam regen
    • Temporal Guard for Minor Protection
    • Sorc Atro for skill line passives
    • Meteor for +2% magicka
    • Dawnbreaker for +3% weapon / spell damage, although this is usually front-barred and people put their active ult on the back bar. If you are a DD, this is what most builds do.
    PC EU: Magblade (PvP main), DK (PvE Tank), Sorc (PvP and PvE), Magden (PvE Healer), Magplar (PvP and PvE DD), Arcanist (PvE DD)
    PC NA: Magblade (PvP and PvE every role)

    Realistically, I don’t think ZOS is going to make a new system around slotting normal skills in the ult spot. It seems very complicated. Ult isn’t just for PvE I use it in PvP… I see people use ult in PvP…
    Just stick a bar buffer that’s already an ult in your unused ult space. There’s plenty of options.

    It's not too much of a reach to implement. If they want it to be a slot that cost simply resources, when a normal skill is placed there then let it be. Either one could be implemented in 1 day I can guarantee you that. Also, I know Ultis are used in pvp. I've played the game since beta. What I am saying is that they become less important the more I play. I'd rather not have an ulti in favor of two more normal skills. I want the choice of variability. Those options that are available does nothing for me.

    Now, here's what I want you to do. Go back into pvp using only gears in the base game or crafted sets with no mythics. Then come back and tell me what you think. You may be ok with the set up you have. So don't change, it doesn't hurt you. Me? I don't have the ability to slot on mythics or oakensoul. I need more choice.

    But you can place a passive ult on your front bar and only use your back bar ult.

    For example, I slot meteor on my front bar for the passives it provides, but I use Storm Attro from my back bar.

    Same can be done with dawnbreaker too, for passive weapon damage while slotted.

    I updated the post so that people understand that I am talking about placing a normal skill rather than useless ulti passives that do nothing for me.
