They could use an unique type of fishing spot. So there's no reason for people who wants peaceful fishing to fish from them.

Just have the creature that gets fished up aggro on the person who interrupted its peaceful swimming and make it a fight to the death... Easy peasy!
Ultima Online had a more robust fishing system than ESO in that you could use boats to travel to open water to fish the deeps. There were Water Elementals that you had to be wary of, SOS bottles that gave coordinates for loot to fish up, and special fishing nets that pulled up a Kraken that would drop loot after it's defeat. It was definitely gobs of fun, even in a 2D client!

Even if it's fishing from shore but giving us something that will make fishing more exciting. Fishing up SOS bottles that work similar to treasure maps where you go to specific location, or fishing up special fishing nets that will pull up various sea creatures that you have to defeat in order to get the loot they're guarding. It would definitely make fishing more interesting.

I could see ZOS implementing a fishing endeavor, however you would have to fish in Cyrodiil or Imperial City...
