You can send items from one account to another if they're on the same server (both PS NA or both PS EU), either by mail or putting them in a guild bank on one and withdrawing on the other. (Check they have the relevant permissions and that the guild leader is ok with you doing this first.)

There is no way to transfer characters between accounts or to transfer entire accounts.
