ToT reward Necrom fragments disappear upon use when not owning the Chapter

I don't have Necrom and I did not know that Heavily Played Tribute Card item and Scraps of the Spearhead's Colours item were related to this chapter. These items are labelled as Collectible Fragments, so I thought consuming them would add them to my fragment collection. Instead I lost 1xHeavily Played Tribute Card and 2xScraps of the Spearhead's Colours upon use. (Then I researched my experience on the internet.)
I would suggest a warning window or not able to consume these unless you have Necrom, and/or making the description on such items clearer; such as mentioning Necrom related and not call it a Collectible Fragment, but something else. So that once people buy Necrom they can use these. Worst case, don't make it a reward for those who don't have the relevant Chapter. It's a poor illusion of a reward that just disappears if you do not have some hidden prerequisite. It is really annoying considering how low the drop chance is for these, supposedly.
I would also like these items returned to me if possible.

I know some collectibles are set that when you 'use' it, it's removed from your inventory and increments in the Achievement bar. Are you seeing them there?0 -

Right, the game is not consistent with how you construct items from multiple parts.
Sometimes items go to your Collections menu as Fragments. Once you've collected a Fragment, you can't get an additional copy, so these tend to be separate unique pieces, such as Tribute deck fragments or pieces of the Master Cartographer costume from Nchuthnkarst.
Sometimes the items can be consumed on use, which will add to an achievement that tracks how many you've consumed, such as for the Grisly Mummy Tabby pet in Rimmen Necropolis. When you've used the right number, you'll unlock the achievement and receive its associated collectible.
Finally, sometimes items don't have an associated achievement, such as the Scaly Cloth Scraps from the Silent Halls. You need a certain amount of these items, or a particular combination of them in the case of items such as the Sixth House robe parts from the Forgotten Wastes, to use them at all. If you don't have enough pieces or all the right parts, you'll just get an error message. When you've got enough of everything, using these items typically transforms them into a runebox that will grant the collectible, which can be traded to other players.
