Items missing from Hew's Bane sets collection

I have noticed an issue where I can't get certain set items to drop, no matter how often I try. Never found them before so I should be able to get them as curated drops since I already have all other items but not even that works. The items in question are the Medium and Heavy Armor pieces in the Bahraha's Curse set and the Light and Heavy Armor pieces in the Syvarra's Scales set.
I can imagine several possible reasons for this. The Collection could be wrong and these items never existed, or the Collection is correct and these items are supposed to exist but somehow aren't available in the game, or perhaps the Collection is correct and the items are available in the game but only as random drops, not curated drops. That last one seems very unlikely to me since I tried dozens of times to get these items without success. Has anyone else encountered this issue? I'm fairly certain it has been in the game since before the Set Collections were first introduced.
And speaking of these sets: Just out of curiosity, is there any reason why there are only Robes but no Jerkins listed in the collection?

This is on PC-EU and this issue occurs regardless of any circumstances.

    You have to do flawless heists for the heavy from what I remember.

    I actually have Bahraha's curse fully collected in my stickerbook. Heavy and Medium only come from heists, and for a time they also came out of the random dungeon reward at one point. They were at least bind on equip so I got most of mine from guild traders. It was popular before they changed it to scale on max health, then it declined.

    Scales I only have heavy and medium collected in my stickerbook because I never bothered to get this set in light weight.

    Another option besides farming the heist are treasure chests around hew's bane, which can possibly drop any set in any armor type. It's a slog too, but at least there isn't a daily limit on gathering them.

    Both options aren't curated tho, so prepare for a long-time project.

    Overland difficulty scaling is desperately needed. 9 years. 6 paid expansions. 24 DLCs. 40 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. It's not that hard.

    well this is weird. completely undermines what curated item drops were supposed to be about. didn't think I was ever going to do heists again since I already have the Thieves Guild motif. but if you can get it from treasure chests, does this mean you can also get it from any random enemy that can occasionally drop a set item?

    It's good to know that these items are in the game but it doesn't seem right that this is how it works...

    Unforunately you can't get them by any mob in this zones, as all enemies are indeed curated and drop only the assigned armor type.

    It's simply an oversight zos never bothered to repair.

    We have similar problems with jewelry in coldharbour (due to lack of world events), the trainee set from starter zones (only possible to complete by farming treasure chests), wrothgar jewelry (again no world events, so you have to be lucky with random drops from daily quest boxes), gold coast and probably a few other zones I don't remember now.

    And yeah, it's tedious and annoying.

    heavy and medium bahraha can also randomly drop from the thieves guild story quest boxes, but also uncurated (in addition to "perfect" heists)

    heavy and light syvarra can drop from from perfected heists (i still run these occasionally because i can sell heavy syvarra for 75k+ gold easy)

    the sithis set kind of functions the same, where it only drops light in gold coast, but has heavy and medium versions that can drop from black sacraments or the shadowy supplier when selected equipment (also non curated)

    there is a lot of other gear that also falls outside of curation:
    • trainee armor set which only comes from starter zones with no WBs or delves
    • 95% of all pvp gear is also uncurated (there are 3 sets which drop in cyro zone like from the dolmens and delve bosses which are curated)
    • monster shoulders are not curated from the undaunted vendor boxes

    Curated drops only work on the existing drop pool at the time the system was implemented.

    Since the off weight set pieces were never in the normal drop pool they are not included in curation.

    AWESOME! they are finally going to change this and make it so that all weights and slots are going to drop as they would in other zones.
