Access to PTS arcanist without Necrom Live chapter

Hey, i want to ask question to players, who have PTS installed client, but havent Necrom chapter purchased on Live servers.
You have opportunity to create characters with class Arcanist on PTS servers, without having Necrom on Live, or even to test Arcanist on PTS you need to buy it on Live?
(im first time here, sorry if wrong forum section etc.)

✭It had been available to anyone when Necrom patch hit the test server, but after fourth patch it became available only to those who bought the chapter. It is still same you have to own the chapter to play new features and content as far as i know.2 -

Well yeah. Likely, to prevent players from hopping on PTS and playing and completing the "live" version of the game without ever buying the chapter.2 -

Well yeah. Likely, to prevent players from hopping on PTS and playing and completing the "live" version of the game without ever buying the chapter.
But its actually cringe, I was speaking with Support ZOS, was attaching screenshots, that i HAVE Necrom chapter on PTS, like my character now on Necrom location, i can run there, walk, do quests etc., but Support also says that to play arcanist on PTS i need to have Necrom on Live.
I also can have new sets from PTS golden boxes etc.
Only thing i cant - i cant create Arcanist class on character menu, its say "This class can be unlocked in-game in Crown Store, but, but in crown store, in chapter menu says this chapter already "Purchased".
So like i have Necrom Chapter, but dont have arcanist, just wanted to check, Is that how it was intended or is it a bug.
