From Patch notes.

All companions now gain an increasing amount of experience based on the level of rapport they have reached with the associated player character. Each rapport tier above Cordial provides an additional 5% absolute experience gain over the base 15% amount received at cordial and below.

Cordial, +15% Friendly +5%, Close +5%, Allied +5%, Companion +5%. Total of +35% at Companion level.

But I am not seeing it.
Running with Sharp Level 10 Companion Rapport Myself CP 1925 Running no scrolls or training gear.. and no CP setup
Also tested with Isobel Level 16 Companion Rapport

I tested this in 8 different zones. Even the two new zones.
This is my testing numbers.

My Xp Companion xp
3600 320 11.25%
1800 160 11.25%
2100 184 11.41%
3100 275 11.27%
3600 320 11.25%
4200 367 11.44%
5500 480 11.45%
6300 550 11.45%

This isn't anywhere close to the 15% for Cordial.. And not even close for the what we could be getting for Companion Rapport.

Does anyone else see the same numbers I am getting. Or am I wrong somehow on this
