That is exactly what we do, but people still repeatedly get "instance full errors" and fail to jump. Then we'll try to have multiple people enter the public dungeon from the map in the hopes of ending up in a different instance that isn't full so everyone can jump to them. It's a lot of frustrating, and IMHO unnecessary shuffling just to be able to play an MMO as intended -- with other people from your guild.
Last week, we ran a skill point run guild event, doing all of the base game public dungeons for skyshards and group events. We ended up with more than 12 participants, so we split into two groups, and we still had problems getting all of one or both groups in the same instance with their team, just about every other public dungeon we went to. The run took about 40% longer than it should have because of all the time lost to failed jumps and instance shuffling to get a full group on the same map. We're doing the same event in a couple of hours, and I am not looking forward to the hassle.
