✭✭✭✭✭It's a bug. There are currently a lot of things that arcanist abilities and passives should proc but don't.2 -
nokturnihs✭✭✭✭Same. Reported a while back because I thought sheer venom would be great with deadly on arcanist since I kinda despise pillar for various reasons but it's not working. Also fulminating rune isn't considered a "pull" ability either.1

This is because Fulminating doesn't deal damage with the pull proc itself. All sets that proc off a gap closer or pull require the pull or Gao closer to actually deal damage.
Fulminating has a dot, but the dot is separate from the pull and the pull itself doesn't deal any damage to proc any of the corresponding sets.0
