Sharp-as-Night NPC is missing for picking up the Quest “The Double Edge“ on my alt

Simply put, the actual Sharp-as-Night NPC quest giver is not there, he does not show up at his location (city of Necrom near the Outlaw’s Refuge) for my alt character, so I can not get that companion quest “The Double Edge“, let alone do the quest to get that companion.
Help would be appreciated

    If you've already unlocked this companion (Sharp) on another character, you can open your collections menu on this character as if you were going to summon Sharp (even though he's not yet unlocked). Attempt to summon him, and that will start the quest and allow you to continue it. You will be able to unlock him that way.

    Check your journal to see if you have a companion quest already unlocked. Thanks to ZOS changing how quest focus is done, they made it default to not switch to new quests automatically (although it can be changed in gameplay settings).

    So for some reason you may have it already unlocked... I know this happens, as @Kiyakotari said above, if you try to summon a companion that hasn't been unlocked on an alt yet, it will just activate the quest. If this happens, the companion will not be where they are if you activate the quests by speaking to them. It's annoying IMO.

    Honestly, why doesn't the manually activated quests just direct you so speak with the companion at their default location instead of punting you ahead a few steps in the quest?? I mean, take Azandar for example, if you manually activate his quests by trying to summon him on an alt, you no longer get his initial dialogue in which you can tell him that you are an Arcanist too. Instead, the quest jumps to just meeting him in Cipher's Midden. As with Sharp, the quest just jumps to you talking to the guy in the Outlaw's Refuge.

    This is because these quests have no stage where you are directed to speak with the companion. Interestingly, all other companions' quests do because they have ways to begin the quest other than speaking to the companion directly:
    • Competition and Contracts: You can start the quest by talking to Zeechis, which will direct you to speak to Bastian.
    • Shattered and Scattered: You can start the quest by reading the "Adventurers Wanted for Exciting Opportunity!" note outside the Doomvault, which will direct you to speak to Mirri.
    • Tower Full of Trouble: You can start the quest by speaking to Ladlow Menant outside Tor Draioch, which will direct you to speak to Ember.
    • Tournament of the Heart: You can start the quest by speaking to Lord Remard DeFulley outside Castle Navire, which will direct you to speak to Isobel.

    I'm not entirely sure why "The Double Edge" and "The Fateweaver Key" lack any pointer objectives, but it means that starting Sharp's or Azandar's quests through the collections menu skips their initial dialogue.

    I didn’t find him anywhere near the Outlaw’s Refuge for the first character who got him. He was outside the city, a bit west, somewhat on the way to the nearest wayshrine and Gorne.

    he's outside the city outside the outlaws refuge. in case you went to the refuge entrance inside Necrom

    Thank you @Kiyakotari , your proposed solution worked after the last update, as mentioned, I opened the Collection menue, Sharp-as-Night could be seen in the tab (and not blacked out as previously), with a red text below saying something in the lines of completing the starter quest to acquire the companion, I tried summoning him, then checked my journal and BAM, the quest was there to be started.

    PS: Now I have another issue with Sharp and will start a new thread.

    Just noticed this morning on one of my other alts that has not claimed any Companions to date, that if you open the Collection menu, Allies tab, if you right click on one of the companions, you now get the option to "Accept Quest". directly from that menu.
