[2023 edition] Which is the best Chapter?

Title. Now that Necrom has been live for a month, I would like to know which Chapter - in your opinion - is the best. Let it be due to story, setting or the features it brought. Curious to hear what you're going to say, because Necrom definitely changed not only my opinion of ZOS in the last years, but also my ranking of the Chapters so far.

I really have to say ZOS outdid themselves with Necrom. The Arcanist is a great addition, the Telvanni Penninsula has some cool stories and Apocrypha is by far the most interesting and most visually impressive zone yet. On top of that I think Necrom's entire storyline is excellent. Prior to Necrom the Elsweyr Chapter was my favorite, but Necrom is really a good contender of becoming my favorite Chapter so far.

    Summerset I like the most. Next would be High Isle. Wish we could get more content regarding three banner war instead of "Look, its another end of the world, yet another new cult" boring stuff. But I dont think I will see my Queen ever again in the future.

    maybe im just a nostalgia merchant but Morrowind really changed the game. Warden, the Battlegrounds, the PVE side, the cinematic trailer etc it was all a great time for ESO.

    For me the most enjoyable chapter was Summerset. The last acceptable chapter was Elsweyr. While not as good as Summerset, it was still OK and offered a lot and many hours of game play. All other chapters after that were just cheap and finished in a day or less.For Necrom i needed less than 20 playing hours to complete the zone. For Necrom the only Highlight is the House (Emissary Enclave). What i especially like there is the direct access to the outlaws refuge, the location close to crafting areas, traders and guild traders. Got a bounty to your head, just port to your house, go down to the outlaw refuge, clear it there, flog off everything to the fence. Brilliant. And finally a house that offers you some clean space outside to expand and even inside you have enough space.

    It's true, the writing has improved a bit in Necrom - which isn't that hard after it basically reached rockbottom in High Isle - , but it's by far not as good as it had been in the first few years of ESO.

    I have only played 1,5 years, so I only experienced High Isle and Necrom. Both are okay in my book, might need more original content though.

    In High Isle, I liked bretons and chivalry, BIG plus. In Necrom I liked tentacles :* . So there. Both.

    Followed closely by Blackwood and High Isle. Probably not going to play Necrom; I only bought the chapter for the class, though I did enjoy interactions with Herma Mora in TES V Skyrim.

    Morrowind for me since it's about chapters, otherwise it would be Orsinium with Thieves' Guild as a close second.

    Morrowind introduced my most played class, the warden. And while I still have some gripes about the class (mainly the fact that many skills are closely tied to Vvardenfell), it fits my playstyle best.

    Summerset was somewhat interesting, but I don't like Altmer much.

    Elsweyr was interesting. I enjoyed exploring khajiiti culture and lore, though I'm not a fan of the dragon fights.

    I have a love/hate relationship with Greymoor... on the positive side it brought me one of my favorite appearance styles (sword thane), on the negative side the story wasn't my kind of thing. Sorry, I don't like vampires and being constantly forced to work with a bloodsucker and being forced to like him in quest dialog was absolutely painful.

    Blackwood wasn't my kind of setting and story either. At least it introduced companions, so there's some good in it.

    High Isle was downright horrible and for me an absolute low point in ESO. A forgettable story with horrible written dialog, uninspired character writing for many characters and a card game I've no interest in.

    I haven't gotten Necrom yet, as I have the issue that the story itself is not interesting for me. I just dislike Hermaeus Mora and everything that has do with him. From what I've seen on the PTS the writing is a lot better than in Blackwood and High Isle though, so that's a definitive plus.
      PAWS (Positively Against Wrip-off Stuff) - Say No to Crown Crates!. Outfit slots not being accountwide is ridiculous given their price. PC EU/PC NA roleplayer and solo PvE quester

      It was really hard to pick between Summerset and Elsweyr, both were great but ultimately the dragons won.

      Summerset, no competition no other chapter or DLC can compare to it, it's not just the best ESO content, but the best TES content ever made.

      summerset, morrowind and elsweyr are tops. i would like to add necrom to that, but apocrypha is unplayable for me due to the fact that they've got the deadlands music in place there, which zos has said is a bug but they don't fix it. so because of that, necrom is at the moment by far my least favourite, and high isle my second least because of the card game, the awful, awful card game. blackwood and w. skyrim are ok, but both zones need some actual forests (greymoor caverns are quite cool)

      Morrowind for music, map and the most convenient banking/crafting location. Elsweyr is next cause map looks even better.
      As for Necrom, it is kinda underwhelming: I hoped for a full-blown peninsula zone, but got dlc-sized one.

      No contest. Summerset. No place is more beautifully made. The stories are engaging and just looking at the water cheers me up.

      High Isle
      High Isle. Oakensoul. Isobel and Ember. The gorgeous zones. Nice sets and motifs. The good fights and various enemies. The story had more potential but I really enjoyed it anyway.

      Summerset is next in line because jewelry crafting was a huge add for builds to me, and I was in owe since the preview stream of the zone.

      Necrom has a fatal flaw to me - it has not an ending. I mean... I was expecting something more similar to Morrowind story wise, which yes it hinted at a continuation but it didn't feel so much needed. Necrom, instead, feels this way: imagine finishing High Isle and then having to wait 12 months to have Firesong (can do it with any year long story).
      Don't get me wrong, I loved Necrom's stories and landscapes, but it felt cut in half to me... I was mad after last main quest.
      EDIT: and one extremely positive thing of Necrom are the fights. The one with 2mil health was perfect; the next, especially the last, would have been better if they had more health in my opinion, but all felt memorable, impactful - well done.

      By far Summerset, the most beautiful zone and furniture style plus Jewelry crafting, and a new skill line with a nice backstory but a little too grindy. Second up would be Elsweyr.

      At this point, I would probably got Morrowind > Blackwood > Greymoor > Summerset > Necrom > Elsweyr > High Isle.

      I enjoyed most of the things about Morrowind.

      Blackwood in my view was mostly bad but, at this point I've had enough fun with Companions that it outweighs it at this point.

      Greymoor wasn't that great but, at this point I've had a fair bit of fun with the Mythics that came with the antiquity system that it added.

      Summerset was underwhelming for me the first time through but, I've ended up liking it somewhat more since then.

      Necrom on the PTS was pretty decent and a definite step up over High Isle but, didn't really feel like it had much lasting appeal for me.

      As for Elsweyr, I had a meh time the first time and basically never returned outside of for rewards. My Necromancer is probably the character I've spent the most effort on attempting to build and the least success from both a style and an effectiveness perspective.

      High Isle for me was a massive disappointment as I really wanted a more grounded story that wasn't about the end of the world.

      Partly nostalgia, partly that the zone contains a lot of interesting activities, like getting the tomb rubbings and finding all of Vivec's books. It also has hunting dailies, and lots of time with Naryu. The zone feels alive in a way that others don't.

      A close second would be Summerset. I also liked the main story in Blackwood.

      I'm not into khajits or deserts, which is why Elsweyr isn't my favourite zone. Necrom feels empty and there's a difficulty creep into overland activities that leaves a bad taste in my mouth. I didn't mind Greymoor, but I couldn't help comparing it to Skyrim. I'm also not a fan of vampires. High Isle was pleasant enough but felt empty and a bit stale.

      I'd rank them Morrowind > Summerset > Blackwood > Necrom > High Isle > Elseweyr > Greymoor.

      I actually really enjoyed the Q4 DLCs, so I'm sad to see them go. Some of them were more enjoyable than the associated chapter.

      There's a few that I really like, its hard to pick a favourite:

      Orsinium main quest was excellent, and I agree with others that the groundedness was really great. The worldspace remains amongst my all-time favourites. Orcs are whatever (don't @ me), but I loved that the world-builders built a convincing snowy ecology which managed to be distinct from Skyrim. I'm still salty that the zone eclipsed soooo much of Breton High Rock, and still hoping to see Jehanna one day.

      I think that both Hew's Bane and Gold Coast were fantastic. The worldspaces are both very unique and very beautiful. GC was an expertly crafted version of Oblivion's world, with high attention to detail and obviously a lot of love and care. HB's world is unlike anything we've seen, with the sandstone geography and hanging swamps, and to this day the city itself is one of the best put-together, imv. It really feels like a city of adventure. Both also had excellent, grounded stories I really enjoyed.

      I think that Summerset was pretty- but I agree with some of the criticisms others have said over the years: to move from Vvardenfell with its rich array of architectural styles reflecting intricate cultures over long periods of time to what we get in Summerset just made the world feel so much smaller. There's nothing to read into in the world. I feel like, with Skyrim, with Morrowind, those games made me want to make Nord or Dark Elf heroes. Pick any area, and they have a distinct story to tell. Alinor, Shimmerene, Lilandril? All the same. I liked the story, but I didn't come away with it feeling like the Altmer were actually badass and I needed to make one now!

      Elsweyr's world was gorgeous. Rimmen is breath-taking. The themes "dragons, khajiit, necromancers" were unconvincing and felt contrived, though.

      Western Skyrim's world was beautiful too. They really nailed the world-building. Its astonishingly close to the original in terms of detail. The old towers with the conical roofs dotting the landscape were a really nice touch, and it was nice to be in Solitude. I got the same feeling as others have reported with the story, though.

      I actually really loved Blackwood; I think the world was very well done (my one complaint is the lack of "forest" in the Niben Forest biome- it felt short of the moody Blackwood forest from Oblivion). But Leyawiin was gorgeous, and it was cool to be able to explore beyond the borders of what we could see in IV. I also thought that the story was quite good, too. It certainly didn't pull any punches.

      High Isle's world was, again, gorgeous. The Fauns and the ancestral Breton crypt architecture were HUGE highlights for me. I'd love to see more of both of them in the future. I didn't feel any particular attachment to Amenos or the jungle parts of Galen (though they were beautiful!), and because HI is an island, and I tend to explore going from one zone to the next, I have spent by far the least amount of time here compared to any other place. I hope in the future we get to see some more of these kinds of landscapes in actual High Rock. I agree with many others about the story.

      Telvanni Peninsula/Apocrypha has become one of my favourites. I think the character of the Telvanni have been captured very well, and many of the characters have been written (and voice acted) superbly. The Peninsula is nice; the Endless Library is outstanding- managing to capture the essence of what we saw in Dragonborn DLC, and expanding on it such that I feel like I get to explore far more of that than I got in the original. And of course Necrom is one of the most beautiful cities they've done. Its an unfair comparison, but its hard not to look at Necrom and see what Mournhold could have been.

      Morrowind just edges Summerset for me. Mainly because, Imo the ending of Summerset did not stick the landing.
      So they raised the floor and lowered the ceiling. Except the ceiling has spikes in it now and the floor is also lava.

      Summerset had great scenery, an amazing questline, a difficulty sliding trial… Cloudrest, and lastly it brought Jewelrycrafting and Psijiic Order which benefit everyone regardless of their class.

      Having to create a new character to experience new combat abilities gets tiresome, whereas I feel most people just want to progress their “main” character.

      I have three accounts. Each account has a "main" - but I have many other characters on each account (both PC megaservers) and all those many alts get a lot of playtime.

      I like alts. I make lots of alts. I play my gobs of alts. I have many friends who play this game, and they also have lots of alts. Other than those on this forum who say they play only one character, I personally don't know anyone who does that.
