After over 3 years of playing ESO on only 1 character, I created 7 crafting alts a week ago, and I've been leveling them up. Today I got them all from level 10 to 11. I noticed something odd on one of them, though. This character's a nord warden, and while the character was still on level 10, I saw a message saying the bear ultimate for the animal companions skill line was now available to be unlocked, because I had just reached level 12 in that skill line.
I tried to unlock it, and noticed 2 things: my skill points count decremented for a split second, then went back up again, and I got an error message saying "you do not meet the requirements for that ability", and the ultimate remained locked. After some head-scratching, I continued playing, and shortly after the character reached level 11. I then tried again to unlock the bear ultimate, and to my surprise it worked this time.
So my question is as per the thread title: is access to an ultimate skill controlled by character level as well as the skill line level ? Or did I just uncover some weird bug ?
