Is access to an ultimate skill controlled by character level as well as the skill line level ?

After over 3 years of playing ESO on only 1 character, I created 7 crafting alts a week ago, and I've been leveling them up. Today I got them all from level 10 to 11. I noticed something odd on one of them, though. This character's a nord warden, and while the character was still on level 10, I saw a message saying the bear ultimate for the animal companions skill line was now available to be unlocked, because I had just reached level 12 in that skill line.

I tried to unlock it, and noticed 2 things: my skill points count decremented for a split second, then went back up again, and I got an error message saying "you do not meet the requirements for that ability", and the ultimate remained locked. After some head-scratching, I continued playing, and shortly after the character reached level 11. I then tried again to unlock the bear ultimate, and to my surprise it worked this time.

So my question is as per the thread title: is access to an ultimate skill controlled by character level as well as the skill line level ? Or did I just uncover some weird bug ?

i had this issue last week with my first arcanist at level 8, when you should be able to unlock an ultimate, and when i tried again after some minutes it worked.

so just a weird bug i think

There is a bug in the game where your skill advancement is not fully realised when you try to invest in the morph or next skill right after you qualify for it. It happened to me today on a skill. And, my character was in their 20s when I got the issue.

Waiting a few minutes or relogging fixes it. You did not need to wait for a character level.

You need to have a skill from that specific class skill line on your bar to level it. Class skills will only level that way. Your ultimate is unlocked when that skill line reaches level 12. It is separate from your character's level.

did you not read the post? their skill line was level 12.
