By the sounds of the latest patch notes, it may not be as intentional as you think, getting high tier recipes (level 15-20) at level 5-10 would have a lot to do with why it is so easy to level - something they have changed according to.
They balance this out by making recipes with ingredients your cannot find anywhere, like oats and tomatoes for Consummate drink and food level 35 recipesI don't know if anyone has noticed but Provisioning levels ridiculously fast.
By level 10 I had attained level 25 Provisioning, while all other trades sit at about level 5.
I can make the finest sweet rolls in Skyrim I guess. Woo.

I'm just concentrating on provisioning & blacksmith. I think provisioning levels so fast due to the amount of mats available for pick up I'm flying through the levels, we should have a cook off as my rolls taste good to lol
