    lvl III - Deals 22352 Magic damage over 20 seconds. The rune lingers on the target for 6 seconds before exploding, inflicting 6501 Frost damage. Up to 3 allies near the initial target can activate the Runebreak synergy, which inflicts 12318 frost damage.

    lvl IV - Deals 18029 Magic damage over 20 seconds. The rune lingers on the target for 6 seconds before exploding, inflicting 5285 Frost damage. Up to 3 allies near the initial target can activate the Runebreak synergy, which inflicts 9908 frost damage.

    did you use it at 3 and 4 and are the numbers roughly the same as the tooltip(s), could just be a bad tooltip.

    Are you sure there wasn't some other buff on your character when you looked at the rank 3 tooltip that wasn't there when you looked at the rank 4?

    I have everything as I had on level III. Sometimes I take pictures of my level III skills to see how much they have increased on IV. So I was a bit surprised that at tier IV the damage is less. However, with all the bugs that have come out recently, maybe this one is the next...

    Were you already max level when you took the screenshots?

    The adjustments while levelling may be the cause of the difference in damage.

    If you're below gear level cap, and you've leveled your character between the 2 screen shots, this would be what you'd see. When your character starts out-leveling your armor, your stats start to go down.
    Add a Scribing skill that works like Arcanist beam.

    Veteran players have been alienated and disengaged from Overland since One Tamriel, due to the lack of difficulty, and pushed into dungeons and trials; the minority of content in the Elder Scrolls Online. We can't take the repetition anymore, fix Overland engagement for Vet players. I don't even care if it's not combat related anymore, just make Overland engaging again.

    Overland difficulty scaling is desperately needed. 10 years. 6 paid expansions. 25 DLCs. 41 game changing updates including One Tamriel, an overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver & Gold as a "you think you do but you don't" - tier deflection to any criticism regarding the lack of overland difficulty in the game. I'm bored of dungeons, I'm bored of trials; make a personal difficulty slider for overland. Make a self debuff mythic. Literally anything at this point.

    What level were you when it was at II and what level are you now that it is at IV? The game scales lower level characters up a bit but the scaling decreases as you level up until eventually it zero's out and goes away. THe higher your level the more important stat and gear scaling becomes.

    If I look at the first screen, you were in Imperial City Prison, right? If you tag on random dungeon finder, you will get a buff for the whole run, depending on your role (I assume you were DPS). On the second screen, you seem out of the dungeon so I assume you had the random dungeon buff on the first screen, got your spell to level 4 with the exp gotten from that daily completion and then checked the tooltip outside after the buff was gone. It might explain why you had higher tooltip on the level 3 spell.
